With the threat of Covid-19 ever growing worldwide the Biden administration has decided to take drastic measures for people who encounter anything federal to abided by CDC requirements when it comes to covid-19 safety precautions.
With executive order #13991 taking effect on July 29, 2021, and being enforced, what does it all mean for anyone encountering federal workers and contractors going to federal owned property?
Before we get started, we need to understand what an Executive order is.
In simple terms it is a direct order from the Administration currently in the Whitehouse. This direct order is to be enforced as a law nationwide. The legislative branch may repeal it if it finds that the current president may be overstepping their bounds.
Since Covid-19 has been declared as an emergency the legislative branch most likely will not be repealing this executive order and if needed, the administration may be adding a more rigorous process down the line if current precautions fail.

With OSHA and the CDC taking initiative to set the procedures for this order, it means a safer environment for workers regarding Covid-19. Any onsite contractor will have to update their policy when dealing with Covid-19 and the precautions they take. This is enforced by Federal agencies and its employees.
Federal contractors will have to provide proof of vaccination against Covid-19. Those who fail or refuse to provide any sustainable proof, will be regarded as non-vaccinated and will be subject to the following:
Federal contractors are encouraged to test their employees daily to prevent outbreak of Covid-19 within their organizations. Any outbreaks that might endanger any federal employees will result in prolonged quarantines and temporary bans from accessing federal premises until the outbreak has been wiped. Proof of this will also be requested as often needed to further reassure the agency.
Any federal regulation that protects individual privacy when it comes to medical records will be also enforced to protect sensitive information.
Federal contractors who fail to meet requirements set by this order will be barred from entering federal property. Those who continuously refuse will be then remove from any federal property by any means necessary and any federal contract at the convenience of the federal government.
With some government contracts heading into the billions, it is often not worth refusing to follow these procedures.
